Like In Canada there was Cartoons on in the 60's like hercules and others, these are no longer on tv, if someone wanted to buy the rights and pay to air them and try sell advertising, how could someone buy the rights to these old cartoons?

Well I think you’d just find out who has it copyrighted(it should say somewhere on the toon), and contact them. It’s likely a company that holds copyrights for cartoons. Then it should be a deal with them, much like if you want to buy a patent you contact the patent holder.
